দেশজুড়ে বিভিন্ন নদী, খাল-বিল থেকে অবৈধভাবে বালু উত্তোলন করে যাচ্ছে একশ্রেণীর দুর্বৃত্ত। তারা এতটাই বেপরোয়া যে, আইন-কানুন মানা এবং পরিবেশসহ অন্যান্য দফতরের অনুমতির তোয়াক্কা তো দূরের কথা, তাদের অবৈধ কার্যক্রম দেখতে গিয়ে হামলার মুখে পড়তে হচ্ছে দায়িত্বপ্রাপ্ত কর্মকর্তাদের।

ঢাকার ধামরাই উপজেলার আরালিয়া গ্রামের পাশে  ধলেশ্বরীতে অবৈধ বালু উত্তোলন। কেবল ধামরাই  নয়, খোদ রাজধানী ঢাকাসহ দেশের বিভিন্ন এলাকার নদ-নদীতে অবৈধভাবে বালু উত্তোলনে ত্রাসের রাজত্ব কায়েম করেছে সন্ত্রাসীরা।সরেজমিনে গিয়ে দেখা গেছে কুল্লা ইউনিয়ন এর ০৮ নং ওয়ার্ড এর মেম্বার সঞ্জয় সরকার  ও সিতল নামের ২জন এবংনাম না জানা আরও অনেক ক্ষমতাধর লোক বালু উত্তলন করছে ।আমরা মনে করি, পরিবেশের মতো গুরুত্বপূর্ণ বিষয়কে সামনে রেখে দেশজুড়ে অবৈধ বালু উত্তোলকদের বিরুদ্ধে কঠোর ব্যবস্থা নেয়ার বিকল্প নেই।

উদ্বেগের বিষয়, অবৈধ বালু উত্তোলকরা কেবল বালু তুলেই ক্ষান্ত হচ্ছে না, তারা নদী, খাল-বিল দখলেও বেপরোয়া। অবৈধ বালু তোলার সুবিধার্থে নদীর পাড়ে স্থাপনা তৈরির পাশাপাশি নদীতীরে স্থাপনা তৈরি করে পানির প্রবাহে বিঘ্ন সৃষ্টি করছে তারা। ফলে বর্ষা মৌসুমে জলাবদ্ধতার মতো সমস্যাও তৈরি হচ্ছে কোনো কোনো এলাকায়।

এমন দুষ্কর্মে অবৈধ বালু উত্তোলকদের আশ্রয়-প্রশ্রয় দিচ্ছে স্থানীয় প্রভাবশালী নেতা, এমনকি ক্ষেত্রবিশেষে পুলিশও মাসোহারা নিয়ে চুপ থাকছে। এ অবস্থায় নদী ও পরিবেশ দখল-দূষণের বিরুদ্ধে কঠোর ব্যবস্থা নেয়ার বিকল্প নেই।

ধামরাই এসিল্যান্ড কে দৃষ্টান্তমূলক ব্যবস্থা নেয়ার মাধ্যমে এক্ষেত্রে সুশাসনের সূচনা করা দরকার অবিলম্বে। ভুমি দস্যু দের গ্রেফতার ও আইনের আওতায় আনার মধ্য দিয়ে দ্রুত তা করা হবে বলে আমরা আশাবাদী। https://www.dutchbanglabank.com/allTvads.html

দুর্ভাগ্যের বিষয়, অবৈধ বালু উত্তোলন বন্ধ ও নদী দখল-দূষণের বিরুদ্ধে আদালত বিভিন্ন সময় নির্দেশনা দিয়েছেন; কিন্তু এক্ষেত্রে কার্যকর কোনো পদক্ষেপ দেখা যায়নি। উচ্চ আদালতের নির্দেশনার পরও কেন অবৈধ দখলদার-বালু উত্তোলকদের বিরুদ্ধে কঠোর ভূমিকা নেয়া হয় না, তা আমাদের বোধগম্য নয়।

সমস্যা সমাধানে পরিবেশ অধিদফতর, পানি উন্নয়ন বোর্ড, পুলিশ ও স্থানীয় প্রশাসনের যৌথ টাস্কফোর্স নিয়ে কাজ করা যেতে পারে। বর্তমান সরকার দুর্নীতি-অনিয়মের বিরুদ্ধে জিরো টলারেন্সের ঘোষণা দিয়েছে।

দেশের পরিবেশ, অবকাঠামো ও সামগ্রিক উন্নয়নের স্বার্থে অবৈধ দখলদার এবং বালু উত্তোলন করে পরিবেশকে হুমকির মুখে ফেলা দুর্বৃত্তদের বিরুদ্ধে কঠোর অবস্থান নিয়ে সংশ্লিষ্টদের সদিচ্ছার প্রমাণ দিতে হবে।
